Mr. Hinman’s concentration was in community/urban design, site planning, design guidelines, and park and recreation design.

With over forty years of experience, Sidney Neblett leads the staff of Neblett & Associates, Inc., a company comprised of soils engineers, geologists and support staff capable of providing geotechnical, geologic, geophysical, hydro geologic and related services. Founded in 1997, Neblett & Associates, Inc. has provided numerous clients with services that have helped their development dreams become a reality.

Susan Hori - Ms. Hori’s practice is focused on the processing of land use entitlements and regulatory permits for real estate development projects and the resolution of environmental issues affecting real property. It includes substantial work on matters involving the California Environmental Quality Act (CEQA), the National Environmental Policy Act (NEPA), the California Coastal Act and other local, state and federal land use and environmental laws. Ms. Hori’s clients include landowners, developers and builders in the residential, retail, hotel/resort, and commercial and industrial development industry.
Ms. Hori’s federal regulatory work includes Section 404 permitting under the Clean Water Act, National Historic Preservation Act compliance and Endangered Species Act permitting, including work on habitat conservation plans.
Prior to entering private practice, she clerked for the Alaska Supreme Court and served as an attorney with the Solicitor’s Office in the Department of the Interior in Washington D.C. where she represented the U.S. Fish and Wildlife Service.
Tim Paone - Mr. Paone guides land development and other clients through the complex maze of governmental regulation. His extensive land use experience covers most aspects of the entitlement process, including the California Environmental Quality Act, development agreements, natural resource issues, the Subdivision Map Act, the California Coastal Act, and governmental relations. Mr. Paone handles CEQA, Coastal Act, and other land use litigation matters for his clients. He also represents clients seeking procurement, concession, lease, and other agreements with city and county governments.
Mr. Paone brings a breadth of experience to his practice which adds insight and perspective to his counseling of clients. His legal background includes not only his extensive land use entitlement resume, but also many years of experience as a real estate and land use litigator. On the public side, he has been a governor’s appointee to the California Law Revision Commission and a planning commissioner and planning commission chairman. He also has served as Vice-President for Entitlement with The Irvine Company, managing entitlement for the company’s projects in Newport Beach, the Newport Coast, Anaheim, and Orange.
Mr. Paone has particular experience in the entitlement of planned communities throughout Southern California, including properties within the coastal zone, as well as with pre-acquisition land use due diligence for those projects.
