Blake Hinman has a diverse and highly-practiced background in the landscape design and planning of residential communities, hotels, master planned communities, resorts, park and recreational facilities, commercial centers, and industrial complexes.

Before launching LANTEX, Inc. in 1993, he received his professional training with the international landscape design and planning firm, Peridian Group. There he spent 13 years accumulating a comprehensive background in landscape, architecture, and planning, participating in, and overseeing a variety of projects throughout Southern California and Florida. Mr. Hinman’s concentration was in community/urban design, site planning, design guidelines, and park and recreation design.

His creative talents and technical skills are rounded out by his ability to communicate ideas and concepts. In addition, he has a strong background in working with clients, their staff, architects, marketing executives, and regulatory agencies to gain a consensus on goals for programming, design, and budget priorities.

The firm has received recognition from the Sales and Marketing Council of the Building Industry of Southern California as recipient of ELAN, MAME, and LAUREL marketing grand awards, in addition to 18 other design and installation awards. In addition, he has written or contributed to articles in 11 publications throughout the U.S.

Mr. Hinman’s educational background includes a Masters Degree in Landscape Design from the University of California at Los Angeles and he received his Bachelor of Science Degree in Park Administration from Texas A&M University with an emphasis on park planning and design.

Mr. Hinman’s professional affiliations include: Presently on the Board of Directors of the Building Industry Association/Senior Housing Council. He is a member of the American Society of Landscape Architects, the American Planning Association, and the National Association of Home Builders. He has served as an Examiner for the California Board of Landscape Architects, and recently served on the City of Dana Point Planning Commission.

NEBLETT & ASSOCIATES, INC.

With over forty years of experience, Sidney Neblett leads the staff of Neblett & Associates, Inc., a company comprised of soils engineers, geologists and support staff capable of providing geotechnical, geologic, geophysical, hydro geologic and related services. Founded in 1997, Neblett & Associates, Inc. has provided numerous clients with services that have helped their development dreams become a reality.

Neblett & Associates provides geologic and geotechnical consulting services for a wide variety of development projects throughout Southern California. Their experience includes residential and commercial development projects ranging in size form individual lots to communities occupying several thousand acres. The Neblett staff performs detailed geologic site investigation, seismicity studies and fault investigations, groundwater evaluations, and Phase I environmental studies. Their in-house City of Los Angeles approved geotechnical laboratory allows their trained professional staff to provide physical and limited chemical testing and analysis in a timely and cost effective manner. During construction, their personnel provide field observations and testing to verify compliance with project specifications and applicable building codes.

Nebletts & Associates works together with many different companies and organizations that are widely acknowledged for their participation in the geotechnical and geologic field. Sid and Dorothy Neblett are residents of Orange Park Acres.

MANATT, PHELPS, PHILLIPS

Susan Hori - Ms. Hori’s practice is focused on the processing of land use entitlements and regulatory permits for real estate development projects and the resolution of environmental issues affecting real property. It includes substantial work on matters involving the California Environmental Quality Act (CEQA), the National Environmental Policy Act (NEPA), the California Coastal Act and other local, state and federal land use and environmental laws. Ms. Hori’s clients include landowners, developers and builders in the residential, retail, hotel/resort, and commercial and industrial development industry.

Ms. Hori’s federal regulatory work includes Section 404 permitting under the Clean Water Act, National Historic Preservation Act compliance and Endangered Species Act permitting, including work on habitat conservation plans.

Prior to entering private practice, she clerked for the Alaska Supreme Court and served as an attorney with the Solicitor’s Office in the Department of the Interior in Washington D.C. where she represented the U.S. Fish and Wildlife Service.

Tim Paone - Mr. Paone guides land development and other clients through the complex maze of governmental regulation. His extensive land use experience covers most aspects of the entitlement process, including the California Environmental Quality Act, development agreements, natural resource issues, the Subdivision Map Act, the California Coastal Act, and governmental relations. Mr. Paone handles CEQA, Coastal Act, and other land use litigation matters for his clients. He also represents clients seeking procurement, concession, lease, and other agreements with city and county governments.

Mr. Paone brings a breadth of experience to his practice which adds insight and perspective to his counseling of clients. His legal background includes not only his extensive land use entitlement resume, but also many years of experience as a real estate and land use litigator. On the public side, he has been a governor’s appointee to the California Law Revision Commission and a planning commissioner and planning commission chairman. He also has served as Vice-President for Entitlement with The Irvine Company, managing entitlement for the company’s projects in Newport Beach, the Newport Coast, Anaheim, and Orange.

Mr. Paone has particular experience in the entitlement of planned communities throughout Southern California, including properties within the coastal zone, as well as with pre-acquisition land use due diligence for those projects. Examples of such projects include residential and mixed use projects within the Platinum Triangle (Anaheim), Newport Coast (Newport Beach/County of Orange), Bolsa Chica (County of Orange), Baker Ranch/Shea-Baker (Lake Forest), Ladera (County of Orange), Marblehead (San Clemente), Mountain Park/Gypsum Canyon (Anaheim), Rancho San Pasqual (Escondido), Sunnymead Ranch (Moreno Valley), One Ford Road (Newport Beach), and Lytle Creek (San Bernardino County/Rialto). A current focus of Mr. Paone’s practice is the entitlement of urban infill properties and mixed-use projects.
